If they were side by side, I would re-chrome the reproduction bumper. I am happy they are on opposite ends of the car. There is no comparison between my reproduction rear bumper and re-plated front bumper.
They will be able to fix the hole before they plate it. If you are not comfortable trying to fix the hole, take it to a chrome plating shop. Sandblasting a bumper won’t cost too much. Some other area might need attention that the sandblasting will expose. I would first sandblast the bumper to get a clear picture of the problem. If you weld the hole and destroy the bumper in the process, then buy another one. The photos surely won’t show you if the bumper has a small twist. The photographer might not show a small dent in the metal. Photos of a bumper might not show the true quality of the chrome plating. I would imagine there are not that many 47 year old USA bumpers for sale locally. If you decide to buy a used one, it might be a difficult since you live in Hungary. I will be able to fix mine and be happy with it. Many people buy the Taiwan bumpers and are satisfied with them. Do not expect the reproduction chrome plating to be show quality. The second photo shows the reproduction bumper was bent too much.

Just press the scraper into the rust repeatedly to free up any loose bits. Removing as much of the loose rust and paint as you can will make sanding much easier. Use a metal or plastic scraper and wear gloves to ensure none of the sharper chunks can stab or cut you. The photos below show the two bumpers laid side by side. The modification deals with welding shut the square bumper bolt hole and having a permanent stud welded to the backside of the bumper. This common modification removes the carriage bolt head from the shiny side of the bumper. If you decide to repair your old bumper, Google “shaved bumper bolts” or “flush bumper bolts”. MADE SURE OTHER NEW TRUCK SHOPPERS HEARD ME LOUD AND CLEAR.THEN AND ONLY THEN, DID DEALER AGREE TO REPLACE BUMPER ON A ONCE ONLY BASIS.I SAID, NO WAY AND STARTED YELLING AGAIN. SO I WENT TO NEW TRUCK MGR AND STARTED YELLING AT THIS IDIOT. SAID " NO WAY." HE WAS GETTING PISSED, TOLD ME MY PROBLEM WAS WITH TOYOTA NOT DEALER. THEN ASKED MGR., WHO WAS RESPONSIBLE FOR RUST REMOVAL TASK, AND HE MADE OUT LIKE IT WAS ME, THE OWNER.ASKED WOULD HE PROVIDE STEEL WOOL ?.LOOKED AT ME LIKE I WAS AN IDIOT.THEN I TOLD HIM TOYOTA OWED ME NEW BUMPER. SAYS "OH THAT'S NOT UNCOMMON FOR THAT TO HAPPEN, RUST CAN REMOVED WITH SOME FINE STEEL WOOL " I ASKED MGR HOW WHEN REMOVED, RUST WON'T RETURN. AFTER 2 MONTHS I NOTICED SMALL RUST SPOTS ON CHROME REAR BUMPER. BOUGH NEW 2009 $28,000 TACOMA AS PART OF INCENTIVE FROM RUSTY FRAME ISSUE ON 1999 TACOMA THAT TOYOTA BOUGHT BACK.
